Planeswalkers are not difficult to deal with individually. It'd limit viability heavily due to how overbearing the non-commander walkers are compared to the commander ones and really close off designs and make games even more durdle-centric at non-cEDH levels. Planeswalkers are the most vulnerable permanent type in the game, so I fail to see how they can somehow "be strictly worse for game health." The major difference there is that a Planeswalker can be killed by directly attacking it, where a Commander today needs specifically creature removal and has better options available for protection and reanimation. Lots of existing Commanders have static abilities, some of which can be oppressive. I disagree with your assessment and you provide no evidence to support such an argument. It'd be strictly worse for game health to allow any arbitrary planeswalker as a commander, especially with the way the new ones possess rather powerful static abilities on top of their loyalty ones. I want all Walkers legal as well as legendary creatures, meaning Oathbreaker doesn't quite scratch my itch either. Some, yes, but that's explicitly not what I want. "Commander" now, technically, but Im not proposing a name change.
